Kanit Confirmed No Worry Next Government Will Not Continue EEC.
21-3-2019–Today at Ministry of Industry, after Mr.Kanit Sangsuphan EEC Secretary Generalubnveiled EEC two years Success Performance-This year goal.
He confirmed no worry whether next government will continue EEC working plan as this government aiming EEC project to drive to reach Thailand 4.0 development goal for national benefit, then if new government agree with what EEC has been doing then EEC plan would be continue.He disclosed to create Smart City on Eastern, including the hree Major Island next from Lamchabang Smart City.
Confirmed All Five Major Projects Would Be Signed by April 2019.
He said sofar EEC has been working for two years developing The Eastern Economic Corridor Special Development Zone since EEC was established in 2014 by Artical 44 and it start to run under EEC Act drafted by the support of Prme Minister Deputy Minister, Miniters and many member of National Ligitimacy Assembly since 1
May 15, 2017 and EEC work has been concretely mobilized.He unveiled that all five major infrastructure projects has been running on tract and government all it’s all its contracts signed by April 2019 after it was approved by the cabinet.
“Many thanks for government and relevant agencies behind EEC for all success of EEC progress.He confirmed that all EEC five major infrastructure projects contracts; Airports Link High Speed Train system, Maptaput Port Phase 3, U-Tapoa Airport, MRO Aviation City and Lamchabang Port Phase 3 will be all signed with in April 2019, that will bring about 1.5 trillion baht investment in over all and from this year on (2019), we will see the investment decided and signed will be gradually put 300 billion baht/year during the next five years.By theses investment projection EEC expected the investment in EEC zone would create about 1.5-2% GDP top up with Thailand ordinary annual GDP or about 0.5% top up GDP for the remaining half years after the City Plan Law announced within no later than August this year, according to the law.”
“The only most concerned project is the train (Three Airports Link High Speed Train) because it need government tosprtcost of investment of t while others (four) projects are private investment only.By the way the train project has been in well progress, waiting for CP to consult with their Japanes and Chinese partners (JBIC and China Development Bank) for financial proposal solution before proposed for final decision.Then it could also be
expected to be signed by the coming April, 2019 the same as others projects, or one months later than EEC has originally plan.
According to Mrs. Pojjanee Artarotpinyo Deputy Secretary General, “The first draft of EEC City Plan Law could be completed by April 2019 and ready to be opened for public sounding, hopefully it would be able to announced by May 2019 or before it’s legally dead line set at August 9, 2019.”
Mr.Kanit said “In conclusion, in the past 2 years, the government can use the EEC to create a large investment base to open the economy door and mobilize high-tech industry investment to create a force to push the country forward in the direction of Thailand 4.0, ready to bring Thai people out of the middle income trap, with sustainable income with good living, higher income and the important thing is to make Thailand once again become an important center of Asia, as Thailand return again to be Adua’d rising star.”
However, it must be acknowledged that the success of EEC is due to the important factors.
“The government has strong supervision and strong support” as well as creating a mechanism for EEC to receive cooperation fom various ministries, ftom the private sector, from domestic and international.If lack of strong government work EEC jobs that are quite complex may not be successful.
EEC Secretary General disclosed that the mission for the next year is to walk into the target of the 3rd year of EEC work, which the government set a goal to be accelerated by the implementation of the following five issues.
1) Confirm to give major infrastructure projects to have certain investors in April 2019 to generate investment of 650 billion baht in the next five years.
2) Accelerate the investment of 10 target industries worth 500 billion baht in five years, which will create new jobs, good income, not less than 450,000 positions for Thai youth, including;
2.1) Increase investment to enhance the ability to take care of the country by investing in the defense industry and education.
2.2) Coordinating the upgrading of digital infrastructure to develop business in IoT and start-up
2.3) Continue to use electronic trading. to raise farmers’ income, technology and qualifittv tourism.
3) Moving forward to raise the basic level of spacial development, especially the land-use plan, education, research and technology, environmental health (air, water, waste), basic factors such as water and energy., etc.
4) Develop guidelines for developing special areas that are technology and intelligent cities
4.1) Coordinate EECi and EECd according to the plan.
4.2) Develop guidelines for the smart cities at Laem Chabang and three important islands (Ko Si Chang, Koh Chang, Koh Samet) by coodinatong with local people, local administraters and local community forcooperation.JBIC has also come to talk with EEC to inform and discuss about nine element of Smart Cities to be developed.
4.3) Establish a system for overseeing the development of the Greater Bangkok Eastern Region.
5) Create benefits for people and understand the community and the people to create knowledge and cooperation that will collectively
work together.
“EEC from next year onwards will create an investment of not less than 300 billion baht per year, create a new job of not less than 100,000 positions per year. Causing the Thai economy to expand by approximately 2% and reduce the disparity between Bangkok people and the people in the EEC and the lives of all people “
EEC has plan to have Japan-China joint investment in EEC forum at Plaza Athene’ Hotel in the coming April 2nd, (2019), which will have about 100 investets each of Japan and China to attend the forum, while EEC will invite Chamber of Commerce and Federation of Industry of all three countrues incliding Japan, China,Thailand.
“EEC is aiming proposed the EEC major infrastructure projects concluded to the cabinet before proceeding each contracts to be signed by April this year.The present government will kept working until the time for new government.”said EEC Secretary General.
