Cabinet Approve D.E.’sVillages Open Access Internet Network.
25-6-2019—After cabinet meeting, spokesman unveiled that today the cabinet approved the proposal of Ministry of Digital for Social and Economic (D.E.) on the opening of civil-public Open Access Internet Network, in order to enable to connect to the Last Mile Access service to all civilian network for the most benefit, covering 24,700 target villages.
The project will be in accordance with the criteria of providing Open Access Network services, according to the guidelines of The Board of National Digital for Social and Economic, aiming to connect the civilian network to the Last Mile Access service to all sectors, using the civil-public network for the most benefit and efficiency. to reduce duplication of investment in telecommunication infrastructure and reduce the cost of internet service charge, allow people to access high-speed internet services at reasonable prices and to help solve problems inequality in the society.
To open the network for other operators to connect to provide telecommunication services to households, there will be expenses between each other as specified in the proposal.
The operator can connect to the public internet network at the connection point which is technically feasible. The operator who requests to connect to the network must be responsible for the cost in making or providing an interconnection point available.
There are three types of interconnection operators to connect to the network, namely;
1. The operator does not have a telecommunications network of its own and is a business that has a reasonable nature to provide free services such as STC Network Corporation Limited.
2.The operator that is either with or without its own network, is a business that has a purpose of providing a limited service to individuals or has no significant impact on fair free competition or for public benefits and consumers, namely;
– Samart Telcoms Public Co., Ltd. (type 2, no network).
– Triple T Global Net Company Limited (Type 2 has network).
3. The operator that has its own network is a business that has the objective of providing services to many individuals, such as TOT Public Company Limited, Advanced Wireless Network Company Limited
In this regard, TOT Public Company Limited, as the agency assigned to carry out the civil-public internet project must allow other telecommunication service providers to use the civil-public network, by submitting a copy of the contract for the use of civil public network to the National Broadcasting and Telecommunications Commission.
The telecommunications service provider can submit a request at the Office of the Permanent Secretary for Digital Economy and Society to consider and approve before proceeding.
