EEC Affirmed EEC Projects Won’t Be Obstructed by Election or New Government.
23-1-2019—Today after EEC Policy meeting chaired by Premier Prayuth Chan-O-Cha. Mr.Kanit Sangsuphan EEC Secretary General disclosed that the meeting today agree that all the five key projects of EEC are has been in progress as plan and it remains on schedule as it was target.
He affirmed that all EEC key projects which are plan to have the bidding winner before genetal election to make sure all the key project can further mobilising Thailand economic, even though the election process was start or even after the new government was established, all REC key projects won’t be obstructed, because government plan to have the contracts of all EEC key project’s signed before election and it all will be bounded by government and must be kept on operating according to the contract, no matter who will become new government.
According to today EEC meeting results, all the key project will have the bidding winner to be proposed to cabinet for approval by February 2019 or March 2019, except Lamchabang Port project which it schedule was postpone to have the winner ready to be proposed to cabinet by April 2019.
The progress of the key five infrastructure projects report and approved by EEC policy board as follows.
(1) The Three Airports Link High-Speed Rail project is in the process of negotiating with those whose proposal were qualified, which will be completed by January and the prosecutor will check the contract draft till completed and propose the winner selection result to EEC Board for approval by February before propose to the cabinet.
(2) U Tapao Airport and Eastern Aviation City Project Is in the process of answering the question to the bidding document buyer, the 2nd meeting for private bidding document clarification will be held on 8 February, 2019. Set for private bidder to submit the proposal on February 28, 2019, expected to have the evaluation qualified bidder by mid-April, 2019.
(3) Laem Chabang Port Project Phase 3, Port F project, after opening for private submission14 Jan, 2019, only one entity proposed and not qualified the assessment.
The port of Thailand had held the rehearing meeting on 21 January, 2019, to have opinion from the private sector to amend the bidding documents to be more international bidding and to make the bidding invitation announcement on 24 January, 2019, to sell the amended private bidding documents during 28 Jan – 1 Feb 2019 and open for private sector to submit the bidding document on 29 March 2019, expected to have the qualified bidder by April, 2019.
(4) Map Ta Phut Industrial Port Project Phase 3, Part 1, closed the answering to
the private question on the bidding document on 22 January, 2019, open for the private to submit the proposal on 6 February, 2019.Expected to have the assessment qualifies bidder by March, 2019.
(5) U-Tapao Aircraft Maintenance Center Project, is in the process of receiving the question private sending via email until 4 February, 2019 and will open to check the project information until 1 February, 2019. After that, the proposal from Airbus S.A.S. will be opened on February 18, 2018 and to have the proposal evaluation completed by February, 2019.
EEC Policy Committee today was also the 670 billion baht worth of investment promotion provide to the projects in EEC Area, including the 4.342 billion baht worth 50 years Digital Park Thailand project or EECd project, the wholly private investment project proposed by D.E. Ministry.
EEC Policy Committee today was also inflrmed the EEC Development City Map that EEC has been joining Public Works Department listening to public opinion for four times, about 400 people participated in each time of the meeting. The final EEC Development City Map will be completed in April 2019.EEC Policy Committee also agree with the EEC Community Health-Quality-Lift Up-Plan proposed by EEC.
MEDDEF France Business Group to Visit Thai Premier on 30 January,
Aiming for Helicopter and Medical Care Business.
Mr.Kanit EEC Secretary General disclosed that he was unofficially informed that on 30 Jan, 2019 a group of investor from France called MEDDEF (Movement des Enterprises de France) will visit Prime Minister Prayuth ChanOcha and will keep on working with TG on the Aviation Production Maintenance Center project which Air Bus and TG had signed the contract. According to EEC Secretary General, he was informed that visiting to Thailand in the end of January, the MEDDEF business group from France plan to consult about following three agendas; 1) To continue working with TG. 2) Talking about Helicopter business. 3) Talking about Helicopter medical Care service business, which MEDDEF had talk to Public Health Ministry that they are ready to provide Helicopter Medical Care service to pick up the patients injured from accident to send to hospital, the service was found able to save patient life four times compare with the original care. The MEDDEF business group name list could be informed by Ministry of Foreign Affair before they visit, said EEC Sec-Gen.
