Invester can buy TOR of EEC’s four mega projects by next week.
31-10-2018–Today at Eastern Economic Corridor Office of Thailand (EECO) located on CAT Tower, Surawong Road, Industry Minister Mr.Uttama Saonayon disclosed after his first visit meeting since EECO moved from I-EA-T office that the TOR of all the four projects will be ready for private investor to buy within next week and investor can buy the TOR until the next few weeks.
Then around December this year to the beginning of January next year (2019), EEC will be able to disclosed the name list of the investor who interesting to join bidding of the four projects then the tentative bidders can study the TOR and prepare the proposal to submit to the Committee of each project by January 2018, in order for the bidding committee of each agency responsible for each project to consider and decide and disclose the winner of each project by February 2019.
Industry Minister disclosed that EEC was targeted to draw in 100 billion baht investment in 11 new targeting innovation industry in EEC area next year. Each group of the 11 industry will be set and to be chaired by private sector and the investment value of each group of the industries will be classified.
From now on after all the five major infrastructure projects was approved by the cabinet, EEC Office will focus more on the roadshow to draw in the significant potential investors.
EEC Zero Emission Environmental Plan was set to be completed within the next three months to be ready for the approval of EEC Policy Board, while the area accession plan which is consulting with The Committee of Environmental Plan and Policy and City Plan autority must be completed within the next six months to have the City Plan Authorized the area accessing for the project to be constructed in EEC area, to build investor ‘s confident to make investment decision in EEC, while the roadshow for investment continue moving on.
After the cabinet approved the others four mega infrastructure projects of Eastern Special Economic Development Corridor (EEC) yesterday next from the Three- Airports-Rail Link project, as the first main infrastructure project of EEC approved by the cabinet, today Industry Minister Mr.Uttama Minister Uttama said he also want to see the investment of the technology to promote the agricultural industry farming of fruit others plant, including the farming logistics and Central Market for Farm Product that PTTEP is making the plan for this purpose to utilize the strength of EEC.
According to Minister Uttama, human resource development is the key to develop the Smart City industry, it require the research, especially The Inno Space or Cyber Port Thailand that PTT, SCG were urged to closely operated, now the project is remain using EECi’s Vistech compound but later it will clarify who will participate in any part in this area.
Communication with community and related Ministries through the media will be more focused, in order to widely inform how EEC project will be benefit the whole nation, said Minister Uttama.
“ All the projects are actually on scheduled, target that its TOR will be ready for the investor by October 2018, as it was actually ready for cabinet to consider since last week but due to the vacant of NESDB Chairman, since Dr.Ampon Kittiampon the ex-NESDB Chairman was appointed to be privy councilor, then it took a week time to appoint new NESDB Chairman for NESDB board to make the comment report to enable the cabinet to approve the four projects of EEC. The process will be just a week delay from the original plan. ” Said Dr.Kanis Saengsupan EEC Secretary General.
“From now on the role of EEC Office toward each infrastructure project preparation will be less, after cabinet approved all the five infrastructure projects. EEC will shifted the role to focus on EEC roadshow, aiming to visit Air Bus TG in France to finalize the Aviation City Plan, to visit Japan’s investors to road show the robotics and automation investment opportunity in EEC and continue discussion with China’s investors in Chengzhou for Aviation industry, continue discussion with Alibaba in Hangzhou for E-Commerce and Logistics industry, including to visit Shanghai next week with Prime Minister to make EEC Focus roadshow. In the same time each responsible agencies were hand over to further the bidding process; comprised of Three Airport Rail Link by SRT, Maptaput Port by I-EA-T, Lamcgabang Port by PAT, U-Tapao Airport by Thai Navy, MRO by Thai Airway.” according to EEC Secretary General.

Thailand is the only nation in the meeting to have tri-party meeting with China and Japan and it clearly reflexed China and Japan are interesting in EEC and considered EEC as the very important goal that both had set.” Said EEC Secretary General.
The meeting of EEC Administrative Board chaired by Industry Minister will be held at Industry Ministry tomorrow, while the EEC Policy Committee chair by Prime Minister will be held on November 12, 2018, the progress of EEC will be updated.
EEC Office is aiming to facilitate the investor as they required, not focusing on providing more tax privilege than the investor used to gain. The total investment through BOI would be 200 billion baht annually, while the other 100 billion baht investment will be from EEC ‘s work.7
Then from next year on Thailand is expected to have about 300 billion baht investment each year, according to EEC Secretary General.
