Dawei Working Group Meeting Agreed to Review SPV Role.

acknowledging the progress of the two-lane road improvement project linking the Dawei Special Economic Zone to the Thai-Mia border (which is currently undergoing exploration and detailed design It is scheduled to be completed in September 2019 before presenting the cabinet to seek approval for further financial assistance to Myanmar.
Yesterday (27 June 2019), NESDB International Strategy and Cooperation Division reported that recently This is Dr. Pattama Thienwisitsakul, Deputy Secretary-General, National Economic and Social Development Council presided over the meeting of the Thai-Myanmar joint task force, regarding the development of the Dawei Special Economic Zone project, the first phase with NEDA: Neighboring Countries Economic Development Cooperation Agency (Public Organization) and FPO: Fiscal Policy Office, Ministry of Finance attended.
The Myanmar side attended the meeting led by U Aung Soe, Permanent Secretary of the Ministry of Commerce and Secretary of the National Working Group for the Development of Special Economic Zones, along with officials from the relevant agencies of Myanmar joined the meeting at the Royal Orchid Sheraton Hotel, Bangkok.
The meeting discussed the progress and obstacles of the development of the Dawei Special Economic Zone project. As well as exchanging opinions on the next steps and acknowledge the progress of the two-lane road improvement project connecting the Dawei Special Economic Zone to the Thai-Myanmar border, which offers financial assistance by NEDA.
The two-lane road improvement project currently under surveying and scheduled to have its detailed design completed in September 2019, before propose to the cabinet to seek approval for further financial assistance to Myanmar.
In this regard, the meeting agreed on the importance of the two-lane road development project, which would result in the development of the Dawei Special Economic Zone project to continue to succeed.
The meeting discussed the structure, roles and past operations of the Special Purpose Vehicle (SPV), which has three (3) joint ventures comprised of Thailand, Myanmar and Japan in supporting and driving the development of special economic zone projects. Congratulating the establishment of a branch office in Yangon and preparing a plan to study the development of the Full Field Development by Japan Bank for International Cooperation (JBIC).
The meeting agreed to study to revise the structure and role of the SPV, in order to form proposals, sustainable implementation of SPV and guidelines for restructuring and the role of the SPV. The result of the study of the development of the Dawei Special Economic Zone, will be fully implemented by JBIC.
The meeting discussed the possibility of developing the Dawei Special Economic Zone project in the early stages, along with the development of the Dawei Special Economic Zone project in a complete phase, by jointly establishing an Integrated Master Plan for the development of the Dawei Special Economic Zone project and in accordance with the plan
Myanmar’s Sustainable Development Plan 2018-2030 (MSDP).
To create such integrated master plan together may have to jointly consider improving the master plan for Dawei Special Economic Zone Project and the study of data survey for the development of the Tanao Sri Region and Dawei Special Economic Zone by JICA, to find appropriate guidelines and business models to help promote the project development in the next phase.
In addition, the meeting also discussed the preparation of the Thai-Myanmar Coordination Committee meeting, for the development of the Dawei Special Economic Zone and the 9th relevant project area (the 9th Myanmar-Thailand Joint Coordinating Committee(JCC) for the Comprehensive Development in the Dawei SEZ and its related projected areas, scheduled in August or September 2019 in Naypyidaw.
Both Thai and Myanmar sides agreed to hold a teleconference or video conference in July 2019 to discuss details. and preparing the 9th JCC meeting agenda.
